A population of simulated examiners, conditioned on measured attributes of the art unit that would get the case, reviews the draft. The spread across the population is the reported risk, calibrated on real outcomes.

For a patent or a draft, which companies would license or acquire it, with a bounded range for each, as a screening signal and not an appraisal.
